Insert a new MIDI track and set it's properties to Input: All inputs midi omni and Output: Vocalizer. Then you'll need to create a MIDI track to control it. You should then be able to insert it as a synth into the FX Bin of any audio track. If it doesn't show up as a VST effect but DOES show up as a VST synth in Plugin manager.again make sure you've added it to your working list of plugs and synths and then save that config. Once you know it's added to your working list of VSTs save that configuration and then get out of program manager and try and instantiate it on an audio channel.
I use a custom layout with folders like "compressors", "eqs", "reverbs".etc. Then go back and make sure you "add plugin" to your list of active plugs.
